Within the framework of the Objective # 2 of the Extension and Training Support Project (ETSP), a series of activities aimed at strengthening the capacities of organisations under the Department of Agriculture and Rural Development (DARD) of Hoa Binh Province has been implemented. One activity among them is the “Organisational Analysis and Development” program, implemented by four organisations in the province including the Agro-forestry Extension Centre; Hoa Binh Economic-Technical Vocational School; Animal Breeding Centre and Provincial Veterinary Services Department. This program consisted of a number of organisational analysis and development activities and was undertaken in the March 2004 - March 2005 period.
By the end of this OD exercise, each participating organisation has formulated its action plan for organisational change and capacity building. The sound results achieved in the pilot exercise in 2004 have provided a basis for the ETSP Project to continue its support for OD activities in two other organisations in 2005. It is further planned that the OD activities will be replicated to others agencies in the province. In this context, the consultants team from Organisational Capacity Development JSC (OCD), has developed this toolkit, summarising the process undertaken by previous organisations and lessons learned. The toolkits aims to support agencies in Hoa Binh to carry out organisational analysis and development activities on their own in a systematic way, to use tools relevant to Hoa Binh context and step by step internalise OD activities into a regular management practice in the organisations of the Hoa Binh agro-forestry sector.
Organisational analysis and development, as the name suggests, is a process of analysing organisations and formulating plans for change in order to improve the organisational performance. The compiling team uses the term OACI (Organisational Analysis and Change Intervention) for this process and the toolkit for Hoa Binh organisations.
